Lord Crewe's Despatch No. 183 of the 11th. August, 1908.
In the event of your approval ir. Carpmael should be given to understand that the appointment will be subject to his obtaining a satisfactory certificate of proficiency from the Board of Trade and further will be on probation for one year from the date of his assumption of the duties.
